Tom Halstead, our founder, spent his entire career in healthcare, focusing on the special needs of children with terminal and chronic - debilitating illnesses. Early in his career, Tom worked both as a police and med evac helicopter pilot, and saw first hand the deadly consequences of lethal force. In the early '70's, Tom founded Citizens For Non Lethal Weapons -- Now CFNLW.org, with the express mission of both designing and creating more access to non lethal weapons by citizens, and educating professionals in the use of high tech, Less than Lethal technologies, as an alternative to deadly weapons.

While at GE Medical Systems, Mr. Halstead was on a cross modality task force responsible for the design of high technology classified Non Lethal Weapons, for use in terrorist and hostage situations.

From those early years, CFNLW has expanded greatly to include novel non lethal weapons designs, special training and simunition ranges and loads, partnerships with LTL trainers like ProForce, bodyguard training with the now famous Butler text, and much more. While continuing to work as a systems engineer for kids with serious illness, Mr. Halstead, as a volunteer instructor himself, continues to advocate for the use of novel less than lethal techniques, education, ranges and technologies, with numerous patent filings on uniquely effective, but physically harmless, weapons designs, including many munitions that can be retrofit to current weapons systems both for non lethal force and simunition training.
